1) Background:
African Forum for Agricultural Advisory Services (AFAAS) is a Continental body that brings National Agricultural Extension and Advisory Services (AEAS) providers in Africa under one umbrella. The AFAAS has received grant funding from the European Union managed by the International Fund for Agricultural Development (IFAD) under Grant Number: 2000002981 towards the implementation of the Comprehensive Africa Agriculture Development Programme ex-pillar IV (CAADP XP4) organisations under the initiative “Development Smart Innovation through Research in Agriculture (DeSIRA)” Project. For the implementation of project activities, AFAAS will conduct procurements for goods, consulting and non-consulting services, in accordance with the IFAD Procurement Handbook and IFAD Procurement Guidelines.
AFAAS organized a regional policy dialogue to review and take stock of the extent of the current AEAS policies integration of CSA and remedies to related shocks, cross-border trade and markets- supported by Foresight of the African Food systems; and propose key recommendations for better integration in the national AEAS policies. In this policy dialogue, the countries (i.e. Cameroon, Ethiopia, Ghana, Kenya, Madagascar, Mali, Malawi, Liberia, Nigeria, South Africa and Uganda) reviewed their policies, documented key lessons and challenges and highlighted key action areas for inclusion and integration of CSA, Foresight and cross border trade and market in the respective AEAS policies. However, there is a general lack of expertise in developing policy briefs in AFAAS and its networks.
Therefore, AFAAS is soliciting services of a provider with experienced Service Providers to synthesize the policy recommendations forwarded by the respective countries and develop policy briefs to inform policy makers to integrate CSA and cross border trade and market in AEAS policies in Africa. The provider shall be expected to build the capacity of CFs in developing policy briefs for sustainability purposes.
2) Objectives of the Consultancy:
The objective of this assignment is to prepare policy briefs on CSA, Foresight and cross border trade and market in line with the policy recommendations made by the respective countries to enable review of the AEAS Policy and provide practical training on development of policy briefs to the AFAAS Network members (Secretariat, RF and CFs). This policy brief would be a secondary analysis with no primary data collection.
3) Duration of the Assignment
The assignment shall be for a maximum of 10-man days distributed within one month. The assignment shall be effective from December 7, 2022 to December 30, 2022. AFAAS pays USD 400 professional fee per day for the assignment. In addition, AFAAS covers costs of participation in the training.
4) Qualification, Experience and Competences
The Service Provider is expected to have staff with the following qualifications and sets of competencies:
a) A minimum of a Master’s degree in agriculture, rural development, agricultural extension and advisory services, policy formulation and analysis. Other qualifications in Information and Communication Technologies and knowledge management will be an added advantage;
b) At least ten (10) years’ experience in the development sector; preferably in AEAS policy analysis and formulation, capacity development and policy brief development,
c) Ability to organize practical hands on and participatory training,
d) Proven ability to work both independently and as part of a team,
e) Experience in similar assignment (policy analysis and policy brief development),
f) Experience of working in African countries;
g) Knowledge about AFAAS and CAADP XP4 Project;
h) Experience in gender and youth mainstreaming will be an added advantage.
i) Fluency in English is required; knowledge of French is an added advantage,
