- BACKGROUND:
African Forum for Agricultural Advisory Services (AFAAS) is a Continental body that brings National Agricultural Extension and Advisory Services (AEAS) providers in Africa under one umbrella. The African Forum for Agricultural Advisory Services (AFAAS) has received grant funding from the European Union funded by International Fund for Agricultural Development (IFAD) under Grant Number: 2000002981 towards the implementation of the Comprehensive Africa Agriculture Development Programme ex-pillar IV (CAADP XP4) Project under the initiative “Development Smart Innovation through Research in Agriculture (DeSIRA)”. For the implementation of project activities, AFAAS will conduct procurements for goods, consulting and non-consulting services, in accordance with the IFAD Procurement Handbook and IFAD Procurement Guidelines.
Every two years, the AFAAS secretariat organizes the Africa-Wide Agricultural Extension Week (AAEW), an international event that brings together hundreds of participants from across Africa and from other continents to focus and deliberate on selected strategic themes related to AEAS and the agricultural development agenda in Africa. The AAEW facilitates processes for acquiring and development of knowledge, technologies and innovations by agricultural value chain actors and is a unique avenue for sharing experiences and learning between professionals.
AFAAS has held four AAEWs: the 1st one in Gaborone, Botswana in August 2013, the 2nd one was in Addis Ababa, Ethiopia, in October 2015, the 3rd AAEW was hosted by the Government of South Africa in Durban in October 2017 and the last event took place in Cote d’Ivoire in November 2019. This year 2021, the African Forum for Agricultural Advisory Services is organizing the 5th AAEW in November. Because of the actual context of COVID-19, and to be innovative and efficient, the event will be hybrid.
To operationalize the AAEW2021, AFAAS is soliciting services of a firm with qualified and experienced professionals to provide technical support services in setting up and managing an e-platform with contents in French and English.
- OBJECTIVE OF THE CONSULTANCY:
The objective of the service is to have an e-platform in place and effectively supporting the unfolding of the continental event from the registration process to the final event reporting.
- DURATION OF THE ASSIGNMENT:
The assignment shall be for a period of 8 months starting from May to December, 2021. The budget provided for the assignment shall not be exceeding US$ 5,000 for the duration of the contract.
- QUALIFICATION AND EXPERIENCE:
The following set of competencies will form the basis for selection of the firm:
- The firm should have a minimum of five (5) years of experience in providing similar technical support in event management
- Technical competencies and qualifications of proposed experts should be demonstrated, including CVs, certifications:
- At least 3 years of professional experience in digital communication and marketing
- At least 2 years of experience in online event platform management
- The firm must have at least one bi-lingual technician who will be in charge of the French contents (uploads, sorting) in the platform
- Multi-national firms (or consortium of firms) are encouraged to present their candidacy
Interested firms must provide information verifying that they are qualified to perform the services and meet the minimum required experience criteria above. The firm shall be required to submit the eligibility documents (Certificate of registration, Memorandum and Articles of Association, Tax Clearance Certificate); and the Technical and Financial proposal. The technical proposal should contain at minimum the following: (i) Description on understanding of the tasks including comments on the TORs; (ii) Elaborate description of the methodology to be followed to deliver the assignment; (iii) Work plan and (iv) CVs of the consultants.
The financial proposal should contain professional fees and any other direct and reimbursable expenses. The Consultant will be selected based on the “Least Cost Selection Method (LCS)” procurement method in the IFAD Procurement Handbook (approved in September, 2010).
